Understanding How People Perceive Climate Change Policies

Tackling climate change is an urgent and fundamental challenge, but this requires a fundamental transformation of production and consumption patterns across the world. Building public support for climate mitigation policies is a key prerequisite to making meaningful strides toward decarbonization and achieving net zero. Novel surveys from 28 countries show how concerned people are about climate change, how they view mitigation polices, and what drives support for climate action. The surveys highlight that climate concern alone doesn't translate into broad support for carbon pricing policies such as carbon taxes or emissions trading systems. Three key policy views are major predictors of whether people support carbon pricing: perceived effectiveness in reducing emissions, perceived distributional fairness, and perceived co-benefits. The way in which revenues from carbon pricing are spent also critically shapes support. By addressing citizen's concerns, governments can help build public support for urgently needed climate action. The surveys highlight the importance of providing information about climate change impacts, how climate mitigation policies work, and improving awareness of policy co-benefits for public acceptance of climate policies.
